I’m Trying To Identify A Bug That’s Killing My Plants

I have a crepe myrtle, and also a pink bower vine, that is infested with a type of insect that drips a clear liquid, looks like it’s raining. What bug is this, and what can I do to get rid of it? I can see the bugs, but they are hard to catch.

There are a few bugs that do this, such as aphids or scale. Fortunately, they are all treated the same way. I personally like to use neem oil (https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm ^[1]), but any standard pesticide will work on them.
