Red passion flower is a tropical vine and is only hardy to USDA zone 10. You are in zone 9, so it does need covering during cold spells or cultivated in a container and brought in for the winter. It blooms on new growth so you can cut it back to healthy stems or all the way to the ground. If the roots didn't freeze, it will grow back. If your plant had produced seed, you may get returns by seed.
