If a small tree puts out shoots from the trunk, is it possible to start a new tree?

The two plants I am currently asking about are my Dombeya and a pomegranate tree. Thank you. I’m not good at uploading photos.

If you start a new tree from a sucker, it may not be the same as the desirable tree you have. Chances are those trees are grafted onto rootstocks, and that is what you would get.
