I Wish To Build A Willow Living Fence .. To Obscure A Warehouse Next To My Fence.

Question

I wish to build a willow living fence .. to obscure a warehouse next to my fence. Hello I live in Cheshire UK. Your guide says Plant at least 33 feet (10 m.) from any drains or structures. The warehouse next door would be under 10m away about 1m from the willow fence. IF willow is a non starter What could I plant to obscure the ugly warehouse, or offer to paint it green?
