tulip bulbs

I was given a bunch of tulip bulbs that were dug up from the ground. Some are still covered in dirt. Some are singles and some are in clusters with short roots attached. A lot have dried up “skins” around all or part of the bulb. I received them over a month ago (it is now July) and was told to wait until just before the ground frosts to plant them. Do I need to prepare them in so me way? Remove the skins, dirt, roots? Break up the clusters? Please advise. Thank you.

Don’t try to wash the bulbs. Leave the ‘dried skins’ in place and don’t pull the bulbs apart at this time.

Lay them out in a box or container on a layer of newspaper and spread the bulbs out so they don’t touch each other.
Cool dry location until you plant out this fall.
