I want to understand what this plant is and the best way to add it to an existing area

What is this plant, and can I remove it and replant else where. If so what is the best way to do it?
I’ve seen lots of things online, but nothing looks exactly like this one? I’m not sure that even matters. But what I need to understand is how do make these multiply and spread in my yard
