Q.I Tried To Repot My Agave But Has Cement In The Bottom And Something Around The Sides

I’ve had 2 indoor agave for at least 15 years, never watered or transplanted but grows well, why can’t I transplant them?

That is very strange. I would try to chop off that bottom portion of cement, and remove what you can from the outside. They could use a repotting, it looks like.
