I Think Spider Mites Have Destroyed My English Ivy

Help! I used to have a beautiful spread of English Ivy down the front slope of my house, but this year is has been decimated and there are hand-sized webs here and there scattered throughout. From what I read on the internet, I think this is spider mites, not sure. My question is, how to treat them and will the winter freeze kill them or do they just stay dormant over the winter and reappear in the spring?
