I want to get rid of weeds safely, however I do not want to attract deer!

Yes, it will attract deer, unfortunately. Since that is of concern, you might try boiling water as a means of weed control. It will kill many things on contact, and kill more difficult weeds with a few applications. This method will leave your soil clean for a fresh planting, right away.
