I planted Royal empress trees. Some thing is eating my leaves. Just alot of holes what is it and what can I do?

some leaves have just a few holes others look like swiss cheese while other leaves are almost gone.

Can you include photos? This could be an insect, but depending on how the damage appears it can also be a shothole fungus.
