Pampas Grass not emerging

I planted new white Pampas Grass last spring and it grew slowly throughout the year until the cold weather in my Zone 7, at which time the leaves turned white and dried out. It is protected by mulch and in a well drained, yet moist, soil at the top of a small hill. It’s now getting late April and after cutting back to the ground in early spring, I have still not seen any signs of new green growth emerging. Is this normal and, if not, what can I do, if anything?

I would give it some more time. Warm season grasses begin to grow much later in the spring.
