I Need A Neutral Mulch.

Question

I live in an area where the soil is extremely acidic. (Not everyone lives on the plains or the desert.) I’ve been given the task of revamping a public garden that’s gone to ruin over a few years of negligence. I’d like to bring it back to at least non embarrassment status perhaps a place the locals occasionally say “let’s go walk at…” mulching will be a part of that but the soil is an issue. Without going synthetic, and creating a host of generational future problems, is there a neutral mulch?

Bark mulches shouldn't affect acidity.
