Q.I live in zone 4 a and get a lot of sun where I am planting tulips but wanted to mix a low plant with. I don’t want anything big
as it will cover my natural windows light . Suggestions to plant with the tulips.

Pansies are often planted with spring bulbs and there are some varieties that do well in zone 4. They also may reseed. Daylilies, if not too tall, would hide the tulip's foliage as it dies back. Here is more:
