I Live in Upper Michigan and I Have a Yucca Plant

It grows every year but never blooms. What can I do to help it bloom? And should it be covered in the winter?

Adding phosphorus, like bone meal, to the soil will help encourage blooming. Whether it can survive outside or not really depends on the variety, though most types of yucca plants do not require any special attention in winter unless your area is prone to harsh winter weather. Then they should be brought indoors.
