Q.I Have Tulip Plants In Front Yard- There Is Only Foliage But No Buds- This Is The 2nd Year We Are In This Home And Last Year Also

had no buds We moved into our home in 2022. We noticed that there were tulips plants planted in front yard- however last year we did not see any buds and any blooms of tulips. This year also we did not notice any blooms. We did have some fire lilies which bloomed later in june- july. I am very new to gardening and cannot identify which are the fire lily plants and which are tulip plants. Is there any way I can get the tulips to bloom. If not, what are the steps? Should i remove the plants from soil and start with new buds? Need your help- I have uploaded photos to understand

They are quite phosphorous hungry. I would feed with a fertilizer with a higher middle number, like a 5-10-10 or 5-10-5. This collection of articles will help with the care of your tulips:
