I Have Several Fushia Shrubs in My Garden, They Have Been Fine for the Last 6 to 10 Years, but This Year the Leaves Have Been Badl

y affected by something the leafs have turned wrinkly and some stunted growth. Could someone please advise what the problem is and do I need to dig them all up. This could be Aphids or another sucking pest.
Treat the plants with Neem Oil.
