red maple trees bending

The trees are top heavy and are causing the trees to bend. Should we cut the tops out or should we stake them?

Were the trees planted properly?

Do not cut the top off of the tree.

Staking the young trees is most likely the best approach to enable the tree to grow enough to support itself.
