tiny egg like things on emerging blossoms of hibiscus

I have discovered what looks like tiny beige egg-like things on the emerging blossoms. Is this a pest? How do I treat this? What is this and how do I treat it?

This could be scale, or even spider eggs.

Neem Oil is great treatment for any insects on Hibiscus plants.
