Q.composted hay in my vegetable garden

I have composted hay in my vegetable garden. Can I plant directly in this with seeds and/or with young plants? I was given hay instead of straw 2 years ago and now it is mostly composted. I had a lot of weeds and mushrooms bloom in it. Can I still use it to plant veggies this year?

There can be some concerns using hay compost; if herbicides were used on the crops.
I personally have added some hay to my compost with no negative results. You do say your having weed and mushrooms growing in amongst the hay compost, and this may be enough to deter you from use in your vegetable beds.
