clumps of mealy brown matter under leaves of holly

I have clumps of mealy brown matter under the leaves on my holly tree. I am seeing clumps 1/4 by 1/2 of a brown mealy substance.

This could be a spider mite infestation or scale.

I would treat with Neem Oil.
