Hibiscus Syriacus Does Not Grow

The plant was already established when I moved in 5 years ago, at approximately 3 feet tall. Every year it grows new leaves, but never flowers and is still 3 feet tall. Label states it will grow to 2. 4 metres high with 1. 2 metre spread, yet it does nothing towards growing. What should I be doing?

It sounds like it may be a nutrient issue. Fertilize the plant with a balanced fertilizer.
