Q.I Have A (supposedly) Clematis Which Was Given To Me 5 Years Ago All It Produces Is Catkins

It was grown from a cutting.

It is very hard to say from this photo. I cannot, clearly, see the shape of leaves, and flower catkins to know if it is, in fact, a Clematis.

Usually, failure to bloom is from pruning at the wrong time, or having a variety that will not do well in your area.
