plum tree not fruiting

I have a Stanley plum tree that refuses to bear fruit. At around 4 years old, it produced an extremely large quantity of plums. Now, only a few very small ones that fall off when very small. I also insert ‘fruit sticks’ in the spring. When is the best time to prune?
