Q.I Have A Norfolk Pine That Is Very Sick. I Need Help!

Lower branches are dead and dry, mid plant there are browning spots mixed with green, and it’s droopy all over. There also is a white fuzz like covering most of the plant that looks like spider web. Ive taken pics to show you i hope they are enough. This has noy had enough light I know, possibly underwatered and was left out in the cold overnight when it went to 30 degrees outside. I took the plant from my boyfriend to try and rescue it. I want to make sure there isn’t any fungal issue or anything in addition to the neglect it has suffered. I am putting it under a grow lamp now and will do whatever i need to save this.

it looks like mealybugs, which are a type of scale. Here is what to do:
