Hibiscus Plant That Has Tiny Bugs or Fungus

I have a new hibiscus plant that has tiny bugs or fungus. The infestation looks like tiny seeds are clinging to buds and leaves. I have sprayed it with Spectracide Immunox and Spectracide Triazicide and have cut off the infected areas. Nothing seems to help the infestation keeps coming back. Any ideas?
