There are two things that come to mind, immediately-

This could be a simple nutrient imbalance. There could be too much nitrogen or not enough phosphorus and potassium in the soil. This can cause thick rinds and not juice. This can be tested for, though. These articles will help:

The other possibility is that it is the luck of the draw from seed. Planting from seed can leave some undesirable traits such as this. So if you test for soil nutrient contents, and all is well, then this may be the case. If so, nothing can be done.
