Q.foxtail palm has white moldy like substance on trunk
I have a foxtail palm that has a white spotty, moldy like substance on the trunk (sticky and white), but I don’t know what it is or how to treat it.

To best deal with the substance on your tree, you need to know exactly what it is. You can take a sample to the nearest university or pest control professional for analysis.
Short of that, "white and sticky" makes me think of scale or mealy bug. This article will tell you more about them, and how to control them.
