getting vegetable garden ready

I have a customer who has a vegetable garden at their vacation house. At the end of last season, they covered it with tarps. I have been asked to get it ready for spring. My question is, do I need to remove all vegetable plant growth and weeds from garden area, till it and add compost?

Yes, you have already listed the process.

Very important to remove weeds prior to tilling the garden. Organic material is important.
