If you take it to the sink and let the water run in it, the water should come out the drainage holes. If the soil is compacted, the water would come out the top. I'm wondering if you are not adding enough water? How long has the soil been in the container? If it has been more than a year, the soil may have degraded. You may want to replace the soil with a good draining mix that contains perlite. If it's fresh soil from this season, try working a little perlite into the soil, without disturbing the roots. Even if you just add some to the top of the soil, it will work down when watered.
