Q.i HAVE A 5-YEAR OLD REDBIRD IN A TREE THAT ONLY BLOOMED THE FIRST YEAR. IS THERE ANY WAY TO ENCOURAGE IT TO BLOOM?

Redbirds in a Tree is a somewhat unusual plant. I don't have personal experience with it, but failure to bloom is usually related to soil fertility/nutrients and water management. This article may help with advise on growing conditions and maintenance.
