poor soil

I have a 30×40 feet kitchen garden for vegetable and flowers in Siliguri West Bengal. Growth is very poor. There is also more ants inside soil. I have used anti pesticides also from time to time. There is no improvement. Please advise how I can improve fertility of soil for better results.

To improve fertility add manure or artificial fertilizer. Deep digging is important.
