Q.plum tree

I have a 14 year old plum tree. It has bloomed every year except this one. There aren’t any leaves on the tree this year. We had a very dry winter this year. Is my tree dead? Or should I try to bring it back to life?

I would check if the tree is still pliable. If the branches are still pliable, then it is still alive. This article will explain why trees sometimes don't leaf out or are slow to leaf:

If, on the other hand, the tree branches are brittle. The tree is dead.
