I fertilize 2 times a year and I water one a week in winter, a d 3 times a week in sumer, The tree was in 24 inch box

Cut back on the watering. Water deeply, but less often. Also, fertilize just once in spring. Poor pollination can cause fruit drop, so increase your plants that attract pollinators. I assume the tree is planted and not still in a container. Here is more:
