Hydrangeas

The leaves of my 4-month old plant are appearing like they have something chewing on them. There are some new leaves and the older ones that have dark brown dryness and holes on them. Is there a product that is best for them to make them look healthy again?

I would use Neem Oil.
This works as an insecticide and fungicide.
