My regular hydrangea do not bloom. My panculatas are huge and filled with blooms. Why is this

This is a tricky situation. If your other hydrangeas are the large leaf variety, then they will flower on old wood. If you live in an area where it gets cold, and they die back, then they may not ever flower.
