hibiscus buds falling off before blooming

Our outdoor hibiscus has lots of buds but they fall off before they bloom. Any advice on what might be wrong?

The most common reason for bud drop is insects, Thrips are possible along with a few other insects.

Treat the plant with Neem Oil.
