Q.How To Water Peatcops To Start Seeds

When I water the seeds I just planted in the peat cups I bought, the water just pools on top and does not sink in. How do I break the surface tension without disturbing the seeds?

If they are allowed to fully dry out, then it will be necessary to soak the pods until they are a at capacity. Once they are at capacity, they must not be allowed to dry out, fully, or it will require soaking.
