How To Treat Plaque On The Plant

I bought this plant in the Dominican Republic 1 year ago and I have had problems with it.
Please can you help me with a solution of how to treat this plant back to health.

That is a severe case of scale, and will be VERY difficult to get rid of. Most of the treatment will be, manually, scraping all of it off to the best of your ability. Then you can treat with organic or chemical means.
