Q.How To Save My Magnolia

I planted a Magnolia Ricki about a year ago and this year it bloomed partially. I didn’t think anything about it and as time went on I noticed this white stuff on it. I looked it up and found it was called Scale and I needed to spray it with Neem oil. So I did and there’s leaves dying off and the scale keep growing. Am I going to be able to save the bush or is it just going to die? The scale keep spreading more and branches keep dying. This was a expensive item to let die off. The place I bought it from just told me to use fertilizer spikes and water it. I told them the scale kept spreading but nothing.
