How to revive an old Rosemary bush

I have a 40 year old Rosemary, which is about a foot high. It hasn’t been doing very well, and it’s dry and woody. It’s the end of winter here. Should I cut it right back and hope for the best? Does it need fertilising?

I would do a soil test to determine if the plant needs any help or fertilizer.
They do prefer a soil with a ph of 6.o to 7.0
