Q.How To Prune Young Eastern Red Cedar Trees So They Grow Tall And Filled Out In A Bullet Shape

Some trees are growing in a stately upright position others are growing out rather than upright like a juniper; how far above the ground do I remove all branches to encourage the tree to grow upward instead of outward?

It sounds like some of them may have been topped. In this case, the tree will lose its normal, upright, shape. This will be permanent, unfortunately.

You can attempt to correct the shape by pruning anything that does not take that shape. The tree is pretty forgiving of pruning at this point. Prune for how you want it to look.
