How to Kill English Ivy

How can you effectively kill English ivy? About three years ago, I planted English ivy on a hillside in back of our house and it really took off. We now want to put a deck on our house and it will be built over the English ivy, but I’m afraid that the ivy will grow up the deck and take over.
