Q.how to kill caterpillar loopers

My bougainvillea plants are being totally devoured. Help! All the leaves are being destroyed. The plants are in pots on pool screened in patio. There are some webs on the plants as well. I’ve tried insecticidal soap and neem oil but it doesn’t seem to work. Trying to use safe products since they’re by the pool and run off to the pool may be an issue.

This is a stubborn pest to the Bougainvillea plant.

You will need to look for a pesticide that specifically says it will kill Bougainvillea Loopers.
Neem Oil was a great first try, but look for products that are made up of bacillus thuringiensis or Bt.
