How to kill bugs or insects on Asiatic Lilies?

Can you please let me know what solution to eleminate these bugs that are all over my asiatic lilies?

I would assume that are mites or aphids. Buy some neem oil and follow the directions except ad some drops of dish soap to the liquid til the water and oil do no separate. The oil should not be seen floating on the top of the water when you shake it and let it sit for a minute or so.
