How to get my hydrangea to bloom

We do not prune it. It looks like it is leafing out on new stems. What do I need to do? It should bloom blue.

Some hyndrangea grow flowers off of new wood and some of them will grow flowers off of old wood. Looks like yours grows flowers off of new wood. There is nothing you need to do except to be patient. 🙂
