How to get lime tree to bear fruit

My lime tree makes lots of beautiful white blooms followed by tiny green “stubs” that never seem to get bigger than a pea. What am I not doing? My tree is in a container. I monitor the watering and feed regularly. I keep it outside in the warmer weather but have it in a protected area for winter. It currently has buds and several blooms, as well as 6 or 8 of the “stubs” I referred to.
