Q.How To Fix Ponytail Palm Growth In Wrong Place?
My husband and I bought a house last year and it has a ton of plants. There are two potted ponytail palms in front of the house, and we hired the same gardeners that had been with the previous owners too. In the fall, they cut back one of the ponytail palms until it had zero leaves and didn’t tell us why. I figured I would let it play out and see what happened, and this summer the affected palm did start making leaves, but they’re out of the base of the plant and not the top of the trunk. How do I encourage it to make its fronds from the top of the trunk instead of the bottom?

Unfortunately, you don't. That one will die if it isn't already. You can either choose one of those to replace it, or let them both grow. This article will offer more information on its care: https://www.gardeningknowhow.com/houseplants/ponytail-palm/ponytail-palm-care.htm
