How are tulip offsets developed?

Bulbs will develop offsets naturally, but you can increase the amount of offsets by scoring (shallow single slit) the root area of the bulb before planting as well as planting the bulbs more shallowly than you normally would.

You can do either the ground of in pots. That is up to you and does not affect the process.
