There are a few reasons that come to mind, but without some photos I am just taking guesses. If you can include photos then I will be able to help a little better.
Most of the time this is due to a lack of light. It can also happen because of over/under watering, or over/under fertilization!
Too much nitrogen, or too heavy of a soil can cause the lack of flowers, as can a lack of phosphorus and potassium in the soil.
For now, I will include two links that will help: https://www.gardeningknowhow.com/ornamental/flowers/desert-rose/desert-rose-not-blooming.htm [1]
