We have moved and I want to bring my hardy hibiscus with me. It is already about 2 feet tall, but not blooming. Please advise me on what to do.

You need to make sure that you try to avoid transplant shock. This article will help with that: https://www.gardeningknowhow.com/plant-problems/environmental/learn-how-to-avoid-and-repair-transplant-shock-in-plants.htm [1]

I would also trim the plant back by 1/3 right before you move it. You may lose blooming this year, but it will improve the chances of the plant will survive the move.
